Description: Mount Vernon’s zoning code has not undergone a comprehensive update since May 1963. In November, 2025 the City completed a new comprehensive plan that utilizes modern planning tools that are not reflected in the current law.
Summary: In November 2025, following a multi-year, two-phase planning process that included extensive public engagement, technical analysis, and intergovernmental coordination, the City adopted its first Comprehensive Plan since 1968. The Comprehensive Plan establishes a long-term vision for land use, housing, economic development, transportation, sustainability, and community character, with a strong emphasis on transit-oriented development, equity, and environmental resilience. Implementation of this vision requires a comprehensive modernization of the City’s Zoning Ordinance, which has not been fully updated in several decades and no longer reflects current planning best practices or the City’s adopted policy framework. Through this Request for Proposals, the City seeks a qualified consultant team to prepare a clear, modern, and legally sound zoning ordinance that will serve as the primary regulatory tool for implementing the Comprehensive Plan and guiding Mount Vernon’s growth and development over the coming decades.
This RFP invites experienced and innovative teams to deliver a modern, clear, equitable, and effective zoning framework that will support Mount Vernon for decades to come. The preferred team should include Urban Planners and attorneys to write the code in a simple, easy to understand document.
The project will be managed by the City’s Planning Department with advisory support from a team of five and including: 1- land use professional or attorney, 1- Planning Commissioner or designee, 1- Land Use Board Commissioner, 1- City Councilmember and 1- Building Commissioner or designee and 1-attorney This advisory team will be chosen by the Mayor with the goal of diversity of roles in the City and will support the effort to complete this impactful project with deliberation.
The team will:
A. Provide ratings for the selection of a consultant.
B. Review draft sections as made available by the consultant
C. Support engagement with residents
D. Evaluate and provide feedback for the final document to the Planning Commissioner.
It is anticipated that this project will begin in June 2026.
All responses must be submitted through OpenGov on May 26, 2026 by 4:00 pm and followed up by a delivered hard copy postmarked by May 26, 2026. Each proposer must submit both ways.

Burnett-Tucker BOA - Town of Poughkeepsie, New Yorl
Description: Request for Proposals (RFP) for a consultant to work with the Town of Poughkeepsie to prepare a Brownfield Opportunity Area (BOA) Plan, in accordance with the requirements of the Town’s contract with New York State.
Summary: Through this BOA study, the Town of Poughkeepsie intends to develop a community vision for an approximately 144-acre area characterized by suspected brownfields, underutilized land areas, and vacant sites that are located along Burnett Boulevard and Tucker Drive in the Route 44 (Dutchess Turnpike) corridor. Challenges to be addressed include historic land uses and the leaching of hazardous materials from the former, uncapped landfill. Given the study area’s centralized location in the community, the Town believes the full remediation and redevelopment of this suspected brownfield would offer numerous opportunities for economic, environmental, and recreational development in the area.
Municipal Planning Consultant Services
The Western Connecticut Council of Governments (“WestCOG ”) is seeking qualified consultants for potential selection to perform municipal planning services for member municipalities under tasked-based
agreement(s) .
Summary: WestCOG is soliciting Statements of Qualifications (SOQ) from experienced planning consultants and firms to establish a list of qualified consultants for municipalities to utilize for their land use planning needs such as:
• Development and update of municipal plans of conservation and development
• Development of district and neighborhood plans
• Land use regulation development and update, including zoning and subdivision ordinances
• Creation of modern, user-friendly, and legally compliant regulations
• Technical analyses, mapping, and regulatory interpretation
• Guidance for land use boards and municipal staff
Qualified firms will be placed on a regional on-call consultant list from which municipalities and WestCOG may select and contract independently.
VILLAGE OF SCARSDALE PREPARATION OF GEIS AND ZONING CODE CHANGES
The Village is seeking competitive proposals from qualified planning firms with experience in successfully navigating complex community and site dynamics to achieve, through thoughtful, meaningful public engagement, successfully guide the Village through the SEQR process and prepare a generic environmental impact statement (GEIS) with respect to the environmental impacts that may arise during this process and different scenarios that will be considered.
Summary: The Freightway Site is an underutilized Village owned property with an aging parking garage and surface parking in the heart of the Village Center, steps away from the Metro North platform.
The Freightway Site is a prime redevelopment parcel in the Scarsdale Village Center comprised of approximately 2.38 acres of Village-owned land.
The Village is seeking competitive proposals from qualified planning firms with experience in successfully navigating complex community and site dynamics to achieve, through thoughtful, meaningful public engagement, successfully guide the Village through the SEQR process and prepare a generic environmental impact statement (GEIS) with respect to the environmental impacts that may arise during this process and different scenarios that will be considered. The intent is to provide clear, community-based guidance which a developer can translate into a pleasing, economically viable project to enhance the Village Center and meet local needs. The Village seeks a consultant with the most relevant experience and offers the most extensive services for their proposed fee. Part of the consultant services are traffic and parking study, land use and zoning study, school enrollment study and aesthetics. The Village may choose multiple consultants to complete specific topic areas of the GEIS given the expertise level required. Proposals should note the ability to commence and complete the entire project within a 12-month period.
City of Ithaca Zoning Code Update
The City of Ithaca, NY is requesting proposals from qualified firms to conduct a comprehensive update of its zoning code.
Summary: With a grant from the New York State Department of State’s Smart Growth Communities program, the City of Ithaca is rewriting its zoning code to better align with the City’s comprehensive plan and smart growth principles with regulations tailored to the unique characteristics of Ithaca. Community engagement will be a key component of this effort and will be conducted throughout the project. The anticipated budget for this project is $200,000.
