RFQ 744 PROFESSIONAL SERVICES FOR ON-CALL PLANNING, ARCHITECTURAL AND TECHNICAL DESIGN SERVICES

In order to promote a balanced, objective, and transparent review of land use applications, the Land Use Bureau Chief, or designee, may determine more outside experts is needed to analyze, review, and report on areas requiring technical review in order to assist the Planning Board, Zoning Board, Zoning Board of Appeals and/or the Environmental Protection Board. This determination shall be based upon the size, complexity or scope of the application.  Such experts may include, but not limited to: urban planners [including affordable housing, historic preservation, civic engagement, environmental review, parks, school planning, zoning ordinance review, to name but a few], architects [design elements, materials, texture, aesthetics], landscape architects/designers [open space, plantings], land surveyors, estimators, real estate appraisers/professionals, wetland  and soila scientists, urban designers [complete streets, linkages among the elements of the proposed development], urban economists [development review Pro Formas, development costs including infrastructure costs to the City], engineers [civil, mechanical, infrastructure (sewer, water), noise, photometric], traffic engineers [including parking, traffic modeling], traffic planning [bicycle/pedestrian, complete streets and the like], environmental professionals and arborists, community facilities [sustainability, resiliency, schools, police/fire, community centers, libraries, and the like],  surveyors, soil scientists, wetland biologists, wildlife biologists, and hydrogeologists.
