The State of Connecticut Department of Transportation (DOT) is recruiting for a Transportation Supervising Planner in the Bureau of Policy and Planning Travel Demand and Air Quality Modeling Unit in Newington, Connecticut. The Travel Demand and Air Quality Modeling Unit develops and maintains the statewide travel demand model, prepares demographic and socio-economic forecasts, and conducts project and regional level transportation air quality conformity for transportation projects across our state.

Position Details:
- This position is full-time, 40 hours per week
- Monday – Friday
- P-4 (Engineering and Scientific) bargaining unit
- Reports to a Transportation Assistant Planning Director or employee of a higher level
- This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. - Supervisors can expect to spend roughly half of their working hours, if not more, in the office in order to execute upon their job functions and supervise their team. Time in the office may fluctuate based on circumstances and the team being supervised. The ability to apply for telework continues to be available and the agency continues to provide reasonable accommodations for those who need them.
The Role:
This position is responsible for supervising the development and use of the Travel Demand Model; the utilization of the Environmental Protection Agency’s (EPA’s) required Air Quality Emission Model, MOVES3 and provide analysis to meet both state and federal regulations. The Travel Demand and Air Quality Modeling Unit is responsible for developing and maintaining the statewide travel demand model which utilizes current and future socio-economic and demographic projections to estimate travel demand. The Unit compiles demographic datasets for use by the CTDOT and its partner agencies. By overseeing the project and regional level transportation air quality conformity analysis, the position is responsible to ensure that the Metropolitan Transportation Plans and the State Transportation Improvement Program (STIP) are consistent with air quality goals and that progress is made toward achieving and maintaining Federal air quality standards.
The Transportation Supervising Planner will oversee the preparation of forecasts of travel demand based on socioeconomics, demographics and transportation system characteristics and oversee the analysis of air quality impacts on projects individually and regionally. This position will also manage consultants being utilized to update the Travel Demand Model using CUBE software and develop and facilitate a new Household daily travel survey This position is responsible for coordinating with State and Federal regulatory agencies and the public; presenting technical materials to diverse audiences; and working collaboratively to build and maintain relationships with other offices and Bureaus within CTDOT.
