$97,023 – $124,140 (Annually)

General Statement of Duties:  This is a very responsible professional and administrative work involving the administration of municipal planning and zoning regulations.  Work involves responsibility for serving as staff to the Planning and Zoning commission and coordinating Planning and Zoning activities through related departments and state agencies.  Duties include receiving and reviewing applications for subdivisions, site plans, special exceptions, and zone changes, attending Planning and Zoning meetings, making recommendations to the Commission, and advising potential developers and residents of town policies and regulations.  This position also has the responsibility for making difficult zoning enforcement determinations.  The work requires that the employee have considerable knowledge, skill, and ability in every phase of municipal planning and zoning.

Supervision Received:  Works under the general direction of the Mayor and the Planning and Zoning Commission to implement their policy and carry out their directives.

Examples of Duties:  Serves as staff to the Planning and Zoning commission.  Prepares legal notices and conducts research on behalf of the Commission and attends Commission meetings.  Receives and reviews applications for subdivision, site plans, zone changes and special permits for compliance with local regulations, refers and contacts appropriate agencies and departments to insure collection of all data and prepares such data for formal Planning and Zoning Commission action.  Administers the implementation and enforcement of various land use controls, including zoning subdivision, flood plains and aquifer regulations.  Prepares planning studies as needed, including comprehensive and growth management plans.  Prepares and processes amendments for zoning and subdivision regulations.  Organizes, plans and directs the town’s Planning and Zoning program and carries out enforcement and implementation of policies established by the Planning and Zoning Commission.  Provides technical information and assistance to other government agencies, developers and the public on matters related to planning, zoning and development.  Prepares annual department budget and controls the expenditure of fund allocation within budgeted amounts.  Supervises department office staff and participates in personnel actions such as hiring, termination, assignment and evaluation.  Performs related work as required.

Required Knowledge, Skills, and Abilities:  Considerable knowledge of the principles and practices of municipal planning and zoning.  Considerable knowledge of the state and local ordinances, statutes and regulations on planning, zoning and other land use regulations.  Considerable ability to enforce applicable ordinances and statutes with tact and firmness.  Thorough ability in oral and written communication.  Considerable ability to plan, organize and direct departmental activities.  Considerable ability to train, assign, and evaluate the work of others.  Thorough ability to establish and maintain effective working relationships with superiors, associates, subordinates, officials of other agencies and the general public.

Qualifications:  A bachelor’s degree from an accredited college or university majoring in urban planning, public administration or a related field, and four years of progressively responsible experience in municipal planning and zoning enforcement, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis.
