THE ROLE:

Specifically, this position assists in the development and implementation of the Title VI Program to ensure CTDOT compliance with provisions of the Title VI of the Civil Rights Act of 1964, among other nondiscriminatory regulations.
As part of the Office of Equity within the Commissioner’s Office, the Title VI Equity Specialist collaborates and coordinates with multi-disciplinary teams inside and outside of the Department to support all aspects of CTDOT’s Title VI Program. This position is responsible for helping develop, monitor and report on the Department’s Title VI Program activities to meet Federal and state laws, regulations and requirements. This role requires advanced project management and program development skills to help advance the agency’s understanding and consistent application of Title VI, Environmental Justice and Limited English Proficiency. The Title VI Equity Specialist will take a lead role in conducting program reviews, compiling submissions, participating in federal reviews, providing training and analyzing equity analyses for fare and major service changes.
The position is expected to assess departmental risk for non-compliance, provide technical assistance and implement best practices to support equity goals and regulatory requirements; and will be responsible for collecting and updating data, maintaining documentation and assist in the review and analysis of statistical data pertaining to transportation needs, activities and programs. Prepare or assist in the preparation of charts, maps, graphs, diagrams and other illustrative materials to assist with agency planning activities, and the preparation of reports and publications. Participates in preparation of agreements and contracts. Reviews reports, studies and surveys in compliance with department standards and needs and state and federal laws and regulations; coordinates activities or projects with local, regional, state and federal agencies, consultants and stakeholders as required; reviews consultants’ work; investigates and responds to public inquiries and complaints regarding transportation programs, activities and/or projects
