Sam Schwartz Consulting, LLC (“Sam Schwartz”) is a leading planning and engineering consulting firm with offices in New York (New York City and White Plains), New Jersey (Jersey City), Washington, DC, Florida (Tampa), Illinois (Chicago), and California (Berkeley and Los Angeles). The firm’s work includes support to the completion of a broad range of high-profile, including the environmental and land use review of land use development and infrastructure projects, feasibility studies, municipal planning services, development of site-specific and area-wide transportation plans, traffic impact studies, sustainability and resiliency plans, and public outreach services.


Sam Schwartz is seeking a Planner as part of a team that provides integrated planning, engineering, and outreach services for municipalities, public agencies, not-for-profit organizations, and real estate developers in the New York City Metropolitan Region and the Hudson Valley. The position will primarily entail preparation of environmental review documents in compliance with New York City Environmental Quality Review (CEQR), New York State Environmental Quality Review Act (SEQRA), and National Environmental Policy Act (NEPA) requirements. Additionally, this position will include support to land use planning services, preparation of feasibility studies, real estate assessments, and regulatory “due diligence” investigations.

Primary Responsibilities
In the role of Planner, we’ll count on you to:

  • Prepare, plan and analyze/review technical studies, CEQR/SEQRA/NEPA documents, and similar reports/documents
  • Prepare development feasibility studies and real estate assessments
  • Collect project-related data, which may include research, interviews with government agencies, map reviews, and field investigations
  • Support the preparation of air quality and noise studies
  • Assist in preparation for and participation in public information meetings and hearings


Ideal candidates will possess the following qualities:

  • Master’s degree in planning or related field
  • 5+ years of experience in planning or related field
  • Excellent writing and presentation skills
  • Knowledge of New York City, New York State, and federal environmental review requirements
  • Understanding of zoning regulations and development entitlements
  • Comprehensive understanding of land use and urban planning concepts
  • Proficiency in MS Office Suite, ArcGIS, SketchUp, and Adobe Creative Suite
  • CEQR project management experience is a plus
  • Experience with air quality and noise modeling is a plus
