Job Description

Senior Planner, Queens/Staten Island. The Queens/Staten Island Unit serves an existing role within the Division of Planning. The Unit is expected to expand its work capacity and efficiency that would help meet the goals of the Mayor’s Housing New York Plan to build 300,000 new affordable units in twelve years. The goal of the Planning Division is to ensure that HPD investments are leveraging and incentivizing other public and private investments to achieve broader community objectives that strengthen the social, economic, and physical health of neighborhoods. Queens/Staten Island Planning currently consists of a team of two planners and a Director, responsible for managing the entitlement and development approval process for the development of city-owned parcels and/or projects financed or sponsored by HPD for the development of affordable housing.

Under the direction of the Director of Queens/Staten Island Planning, the Senior Planner will guide and oversee all borough planning activities. The Senior Planner will undertake Borough Planning activities related to the development of affordable housing in Queens and Staten Island. The Senior Planner is responsible for managing, tracking, reporting and ensuring that entitlement and development approval activities are undertaken in a timely, efficient and effective manner. The number of projects in the Planning pipeline is expected to increase to further the Mayor’s ambitious affordable housing plan. There are several RFPs focused on Queens/Staten Island sites, either underway or in the pipeline that would require the attention of another Planning staff to manage after the selections are made.

The Senior Planner is also expected to provide planning analysis on complex neighborhood planning and geo-spatial issues; perform zoning and building analyses of project proposals submitted by potential developers; and represent the agency and the agency’s interest in meetings with local community groups and elected officials and other City agencies, including HPD partners (HDC, EDC and DCP).

***PLEASE NOTE*** THE ACTUAL SALARY RANGE FOR THIS POSITION IS: $70,000 – $75,000.
