POSITION OVERVIEW: 

NYCEDC’s Capital Program is responsible for channeling New York City’s capital budget investments into design and construction projects that advance the City’s economic development. The Capital Program’s staff consists of design and construction professionals; administrative staff; and project support analysts who work together to provide physical infrastructure, facilities, and amenities. We work to strengthen the City’s competitive position through the implementation of a wide variety of municipal construction projects.

A Project Director (PD) in the Capital Program Department (CAP) will implement a design and construction portfolio of 6-10 active capital projects with a total project value of about $100 million. Reporting to a Vice President in CAP, Project Directors manage all aspects of design and construction across multiple projects on behalf of both NYCEDC and other City agencies. Project types include waterfront development, buildings, major infrastructure, and public open spaces. The position plays a key role in identifying and mitigating the risks inherent in building complex projects by implementing project controls, while also working towards a greater level of equity and inclusion with MWDBE participation.

ESSENTIAL DUTIES AND RESPONSIBILITIES: 

  • Design & Construction:
    • Manages all phases of development, including conducting procurement of the architecture, engineering, and construction teams; implementing existing conditions assessments, programming, and feasibility studies; budgeting project costs; maintaining project schedule throughout construction; and tracking all aspects of regulatory submissions and permitting in anticipation of project close-out.
    • Effectively builds relationships and represents the team with senior staff and external stakeholders.
    • Monitors and ensures project goals are met, including scope, budget, and schedule objectives.
    • Executes a risk-based management approach to project delivery, which includes identifying, forecasting, and appropriately mitigating project risk.
    • Develops and implements solutions to complex problems collaboratively and in coordination with both team members and supervisors.
    • Exerts a direct level of influence over project teams to achieve desired outcomes.
    • Navigates regulatory and approval processes to ensure continuous project momentum.
    • Creates, builds, and develops effective working relationships with consultants and agency officials.
    • Remains updated on emerging trends in design and construction.
  • Interdepartmental Coordination:
    • Coordinate between the various departments at NYCEDC to ensure that the relevant expertise is applied as situations arise.
    • Contributes to the development of new innovations, processes, and standards.
    • Correctly interprets and applies NYCEDC policies and procedures as needed.
    • Communicates effectively and inclusively at all levels of the organization.
    • Communicates sensitive and complex issues in a credible manner.
    • Other duties as assigned

QUALIFICATIONS:

  • Bachelor’s or equivalent degree required, ideally in Engineering, Architecture, Landscape Architecture, Urban Planning, or related field.
  • Strong preference for candidates working toward professional registration (PE, RA, RLA, AICP, CUD, CCM, PMP)
  • 5-7 years of relevant professional experience in architecture, construction, real estate development, owner’s representation, or a related field.
  • Demonstrated experience with guiding projects from start to finish strongly preferred.
  • Strong relationship management, communication, and presentation skills.
  • Proficiency and experience with construction, building management, and maintenance software preferred.

Salary Range

$90,000—$92,000 USD
