- This position will report to a Transportation Supervising Planner or employee of a higher level.
- This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Employees in their initial working test period must work on site in the office.

MINIMUM QUALIFICATIONS – GENERAL EXPERIENCE
MINIMUM QUALIFICATIONS – SPECIAL EXPERIENCE
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.
MINIMUM QUALIFICATIONS – SUBSTITUTIONS ALLOWED
2. A Master’s degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Experience guiding projects through the National Environmental Policy Act (NEPA) and Connecticut Environmental Policy Act (CEPA) process.
- Experience writing and reviewing Categorical Exclusions, Environmental Assessments and Environmental Impact Statements under NEPA
- Experience identifying Environmental Justice Communities as well as assessment of impacts, mitigation and benefits to these communities.
- Experience fulfilling outreach and engagement requirements under NEPA and CEPA.
- Experience with and application of federal and state laws, regulation and guidance associated with NEPA and CEPA to projects.
- Experience providing presentations and training to various audiences as well as to staff.
- Experience overseeing and managing consultants.
- Experience interpreting laws, regulations, and guidance documents for their impact on projects and agency operations
- Experience using Microsoft Office 365, ESRI or related software and interpret other published documents and media such as aerial photography.
