Job Description
The State of Connecticut Department of Transportation (DOT) invites qualified individuals to apply for the position of Executive Program Manager (Durational Project Manager) within the Bureau of Public Transportation in Newington.
The Bureau of Public Transportation is currently leading the planning of major capital programs and critical projects to support the safe, efficient, and sustainable growth of services across Connecticut. Further, the nature of operational oversight of service providers requires renewed attention from the Bureau’s leadership team. Lastly, the Infrastructure Investment & Jobs Act (IIJA) passed by the federal government will invest billions of dollars over the next four years into public transportation services and programs.

POSITION HIGHLIGHTS
- Full Time, 40 hours per week
- Monday – Friday
- Location: Newington
- This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy. Employees in their initial working test period must work on site in the office.
- NOTE: Incumbent will be placed in the vacancy under durational appointment, for four (4) years. The anticipated duration is January 2024 through January 2027. This appointment may be extended. Benefits and leaves will be subject to the Connecticut General Statutes.
THE ROLE
The role of the position will lead the current capital and operating oversight in cooperation with Office of Rail and Office of Transit & Ridesharing in five areas:
- Capital Delivery: Lead the planning, policy and programming associated with the major capital programs.
- Customer Experience and Organizational Success: Ensure the Customer Experience Action Plan is positioned to be implemented, monitored, and adjusted as needed to respond to demand.
- Operational Performance: Develop operational oversight programs over the rail and bus transit service partners and providers.
- Overall Strategy: Lead the development of the Bureau of Public Transportation’s Strategic Plan.
