Job Description

Summary

The Executive Director plans, directs and manages the activities and assets of the City of Newburgh Industrial Development Agency (“NIDA”), a state-regulated public authority whose mission is to enable economic development in The City of Newburgh, by helping businesses grow, remain or newly locate within the City. This is a part-time position.

Reporting Relationship
The Executive Director reports directly to, and serves at the will of, the NIDA Board of Directors.

Primary Responsibilities & Duties
 Responsible for the day to day operations of the Agency although this is a part-time position of 2-3 days a week. There is the possibility to work remotely some of the time.
 Work with the board to develop a mission-aligned strategic plan which will develop specific goals and timelines, and work with staff and other professionals to administer the policies and procedures to implement that plan.
 Strictly adhere to and maintain State compliance tasks and deadlines.
 Develop and implement a positive progressive marketing plan to promote community and its value to business prospects, understanding Newburgh’s strengths and opportunities.
 Prepare, present for approval and insure conformance for the NIDA annual budget in accordance with Board directives. Monthly board reporting from a fiscal perspective is required.
 Prepare, manage, record and post monthly board meetings that occur on the 3rd Monday of every month. (Meetings are being done virtually during the pandemic).
 Manage the property portfolio of the NIDA.
 Oversee and administer transactions including the processing of applications, negotiation of transactions and undertaking required procedures in connection with NIDA’s straight-lease transactions, lease-leaseback transactions, and issuance of bonds. (This and other more specialized responsibilities may involve working with a contracted consultant).
 Attend workshops, conferences and other events as the representative of NIDA to convey the NIDA mission, as well as develop professionally and learn of new opportunities for the NIDA mission.
 Create positive relationships and collaborate effectively with key Newburgh and Hudson Valley leaders, businesspeople and residents. Attend and participate in professional group meetings, stay abreast of new trends, keenly understand the competitive environment and ensure the City of Newburgh is well positioned, well marketed and successfully attracting new business and industries.
 Perform other related duties and responsibilities as required.

Qualifications

Knowledge of:
 Modern principles and practices of economic development program development, business and administration.
 Broad knowledge of business, economic development, public policy, New York State and local government operation and community and community development and trends.
 Real estate, real estate finance, marketing, public land use policy and regulation.
 Principles and practices for budget preparation and administration.
 Current social, political and economic trends and operating problems of economic development.
 Pertinent Federal, State and local laws, codes and regulations, including the NYS Public Authority Accountability Act.

Ability to:
 Constructively and creatively problem-solve.
 Plan, organize, direct and coordinate the work of paid staff, delegate responsibility.
 Build liaisons, consensus and effective working relationships with business, government and civic leaders in our community, region and state, as well as Newburgh residents.
 Envision and communicate a compelling vision and Economic development strategic plan for the City of Newburgh that generates broad support and endorsement.
 Effectively and fairly negotiate appropriate solutions and contracts.
 Allocate resources in a cost-effective manner.

Education & Experience
 A bachelor’s degree in economics, business, public administration, advertising or related field AND a minimum 3 years of management level experience in economic development or a related field such as real estate, business, marketing, or municipal planning.
OR
 A graduate degree in one of the above fields, a demonstrated connection to and passion for the City of Newburgh, and at least 1 year of relevant experience (which may include internship/externship during college/graduate school)
