Job Description
The Director of Housing will oversee and support functions across the Department of Development’s housing programs and advise on housing policy and programs for the City of New Rochelle. Housing programs include Down Payment Assistance Program, Section 8, Tenant Based Rental Assistance (TBRA) and CDBG / HOME programs. The City is seeking to expand its the TBRA program to address households facing homelessness, improve the affordable housing lottery process, and expand support for the preservation of affordable housing including weatherization and repair programs.
EXAMPLES OF WORK: (Illustrative only)
- Oversee and helps conduct outreach on behalf of the city’s housing programs
- Manage communications to expand the reach of New Rochelle’s housing programs
- Manage consultants who oversee lotteries for affordable housing
- Supervise reporting and service delivery of housing programs
- Reviews projects proposals or plans that include affordable housing
- Establishes work plan and staffing for each phase of a project; ensuring City, State and Federal deadlines are met;
- Modifies schedules or plans as required;
- Prepares status reports as required;
- Confers with project personnel to provide housing technical advice and to resolve problems;
- Prepares project reports for management, client or others;
- Confers with project personnel to provide technical advice and to resolve problems;
- Prepares and assists with recommendations for Community and Economic Development housing activities;
- Works with other City staff as it relates to the Community and Economic Development housing programs;
- Assists in the preparation ·of the informational campaign and citizens’ participation element of the Community Development Program;
- Works with staff and consultants to prepare scheduled and special status and progress reports and studies;
- Takes part in the negotiations with Federal and/or State officials concerning grants;
- Makes presentations to neighborhood and business groups;
- Supports City management to work with developers, prospective developers and property owners in formulating proposals for the implementation of Development projects;
- Acts as staff liaison between developers, consultants, City staff, property owners, community groups, governmental officials and agencies, financial institutions, etc.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES: A deep understanding of housing policies and programs; general understanding of the planning and development process in an urban atmosphere; good understanding of the planning, economic, environmental and legal factors related to the development programs; general knowledge of Federal and State development housing programs; general knowledge of real estate development/financing methods and techniques; fundamental knowledge of principles and techniques of data collection and analysis; ability to analyze problems concerning urban development; ability to communicate effective working relationships with staff and officials, developers, consultants and property owners; reasonably high level of personal computer literacy and use of development/financing programming software; sound judgement; resourcefulness and initiative; tact and courtesy; ability to handle administrative problems; integrity; neatness of appearance and physical condition commensurate with the demands of the position.
ACCEPTABLE TRAINING AND EXPERIENCE:
- a) Masters in Urban Planning, Business Administration or Public Administration from an accredited college or university recognized by the State University of New York; OR
- b) Graduation from a four (4) year college or university recognized by the State University of New York AND One (1) year of urban planning, public management or development related experience or closely related field.
- c) Prior experience in municipal housing or development roles a plus.
- d) Preference for New Rochelle residents
Salary Range: $90,401 to $129,238
