Job Description

The Berkshire Regional Planning Commission (BRPC) is looking for a unique individual in a new upper level position as Community Services and Planning Program Manager.  This position would lead efforts to work with the cities and towns of Berkshire County Massachusetts to build collaborative relationships to improve the delivery of high quality municipal services in a cost-effective way.  The primary duties include conducting program development and management, research, analysis, and technical assistance in the areas of service sharing, cooperative purchasing, local government service, and comprehensive planning.

Why work in Berkshire County?  Berkshire County has a world-wide reputation for cultural organizations as the home to Tanglewood, Jacobs Pillow Dance Festival, the Clark Art Institute, Massachusetts Museum of Contemporary Art, and the Norman Rockwell Museum, as well as three major professional summer theater organizations and many smaller cultural venues.  The County is also valued as a center of outdoor recreation with over 203,000 acres of protected land, most accessible to the public for outdoor recreational use, lakes and rivers for fishing, boating and swimming, and an ever-expanding county-wide bike trail (part of US Bike Route 7).  The County offers hundreds of miles of trails, including 89 miles of the Appalachian National Scenic Trail.  There are multiple downhill and cross-country skiing venues in and around the county and many miles of snowmobile trails to provide great winter recreational opportunities.  Housing prices are affordable.

Why work for the Berkshire Regional Planning Commission?  As a regional planning agency, BRPC serves as a voice for the 32 Berkshire County municipalities.  The county has no formal county government.  BRPC is a focal point for the discussion and evaluation of area-wide, inter-municipal problems and needs, as well as a nexus for the development of collaborative solutions.  While some shared service agreements are in place, most Berkshire municipalities provide their own services.  Increasingly, however, BRPC’s assistance is requested to either assist in developing shared services conducted at the municipal level or through county-wide efforts based at BRPC.  With 22 full-time employees, BRPC is small enough to allow someone to establish and maintain connections with all staff but large enough to provide expert support to other staff from land use, transportation, public health, energy and environment, community and economic development professional colleagues.

Minimum requirements:  Master’s Degree in Public Administration, Political Science, Public Policy, Planning or equivalent field from an accredited college or university with at least five years of directly related increasingly responsible experience, preferably at the local or regional level, or equivalent combination of experience and training.  Dual Planning and Public Administration degrees preferred.  Candidate must have valid driver’s license and access to private vehicle.

Salary:  Starting salary range for a Program Manager I is $61,638 – $72,425.  The full range of the position is $61,638 – $83,211.  BRPC offers a very attractive benefits package.  Minimum work week is 35 hours per week with flex time available.
