DISTINGUISHING FEATURES OF THE CLASS: The North Hempstead Board of Zoning Appeals hears and decides appeals to decisions and determinations of the Town’s Building Department. In a typical year, the BZA will receive over 300 applications for variances, conditional use permits and interpretations of the zoning code. The Secretary is a senior-level position whose tasks are to oversee and coordinate all of the operations of the 5-member board under the direction and supervision of the Commissioner of Planning.
TYPICAL WORK ACTIVITIES: Working with a staff of 2-3 planners, the Secretary is to review all applications, oversee preparation of the bi-weekly meeting agenda, ensure that all required legal notices, environmental determinations, referrals to outside agencies, and distribution of materials to the members is complete and timely. The Secretary will serve as the Hearing Officer at the public meetings, shall announce each case and shall call the roll for all recorded votes. Following the meetings, the Secretary is responsible for preparing and filing the written decisions and will assist in the preparation of Findings of Fact.
MINIMUM QUALIFICATIONS: 1. Possession of a Master’s degree in Urban or Regional Planning, Architecture, Landscape Architecture, Urban Geography, Civil Engineering, Public Administration or a Juris Doctorate; 2. Experience in zoning, land use, environmental regulation or a related field; and 3. A current NYS license to practice law, architecture, landscape architecture of engineering or certification from the American Institute of Certified Planners is preferred.
